According to Microsoft, the hotfix KB28458746 also resolves the issue where Features on Demand fail to install with error 80d02002 or 800F0954. In addition, optional features like the Remote Server Administration Tools (RSAT), and Language Packs fail to install on Configuration Manager clients.
ConfigMgr users noticed that the option to check online for Microsoft Updates goes missing on Windows 10 computers. This happens because Configuration Manager sets the policy Specify source service for specific classes of Windows Updates to use Windows Server Update Services.

Import the hotfix KB28458746
After you download the hotfix, you must use the update registration tool to import this hotfix into Configuration Manager.
On the computer that hosts the service connection point, open a command prompt with administrative privileges. Now change directories to the location that contains the update file. Run the following command to start the update registration tool: CM2403-KB28458746.ConfigMgr.Update
Once you complete the hotfix registration, it takes approximately 24 hours to appear in the console. You can accelerate this process by going to Administration > Updates and Servicing node and selecting Check for Updates.
Install the SCCM 2403 KB28458746 hotfix

Update Secondary Sites
Once the KB28458746 hotfix is installed on your primary site, you must update your secondary sites to apply this fix. Note that this process has to be done manually for each secondary site. In the ConfigMgr console, select Administration > Site Configuration > Sites > Recover Secondary Site, and then select the secondary site. The primary site then reinstalls that secondary site by using the updated files.
